Young ASOSAI Excellence ProgramBackground
According to the ASOSAI Strategic Plan 2022-2027, young auditors are of great importance for the sustainable development of audit profession, and ASOSAI plans to establish a platform for young auditors of member SAIs, aiming to nurture and develop young audit professionals with cutting edge expertise and glocal visions based on the needs of member SAIs.
In September 2024, at the 16th ASOSAI General Assembly, Mr. Hou Kai, Auditor General of China and Secretary General of ASOSAI, announced to all ASOSAI delegates that the National Audit Office of China (CNAO) would actively assist ASOSAI in building a communication platform for young auditors across Asia, fostering their exchange and professional growth, and contributing new vitality to the enduring development of the ASOSAI community.
About YAEP
Following the initiative of Mr. Hou Kai, CNAO launched the Young ASOSAI Excellence Program (YAEP) in 2025.
This Program looks to the future of the audit profession and aims to provide young auditors from the 48 member SAIs of ASOSAI with an international platform for exchange and cooperation that broadens horizons, facilitates knowledge sharing, enhances capacities, and strengthens friendship.
YAEP is funded by a special-purpose ASOSAI fund donated by CNAO as well as in-kind contribution by CNAO.
YAEP 2025
From September 22 to 26, 2025, the inaugural session of the YAEP was successfully held in Nanjing and Shanghai, with a dual focus on "Sharpening Professional Skills" and "Embracing Technological Innovation."
Mr. Hou Kai, Auditor General of China, joined Mr. Alikhan Smailov, Chairman of the Supreme Audit Chamber of Kazakhstan, Ms. Isma Yatun, Chairperson of the Audit Board of Indonesia, and Mr. Ammar Khalaf, President of the Federal Board of Supreme Audit of Iraq, attended the opening ceremony and the "Dialogue with Heads of SAIs".
Over 90 representatives from 42 SAIs of ASOSAI participated in the Program.
During YAEP 2025, young delegates engaged in discussions and exchanges around the two themes. They jointly announced the International Advocacy of ASOSAI Young Auditors: Sharpening Professional Skills and Embracing Technological Innovation.

Professional Excellence
The Advocacy calls upon young auditors to:
- Remain grounded in the mandate of economic oversight, stay focused on core audit responsibilities, and continuously cultivate professional dedication and enhance professional capabilities;
- Address both existing problems and underlying risks, offering actionable and practical recommendations that can deter misconduct and exert immediate impact, while also addressing root causes and delivering long-term results;
- Uphold high ethical standards and integrity, and improve communication with auditees and stakeholders;
- Safeguard the reputation of SAIs and contribute to building SAIs into model public institutions.
Technological Innovation
The Advocacy calls upon young auditors to:
- Uphold a spirit of innovation by continuously tracking and learning about emerging technologies and frontier developments;
- Actively explore and promote the application of big data, cloud computing, artificial intelligence and other emerging technologies in audit practice, helping SAIs improve quality and efficiency;
- Pay close attention to security risks arising from the application of new technologies, and promote the acceleration of legal and regulatory frameworks for auditing in the context of technological innovation;
- Intensify efforts in auditing technology, preparing themselves as a talent pool capable of meeting the demands of future development.
